Mass. State Rep Shaunna O'Connell wants to ban registrants from getting name changes

She's no stranger to this blog. Maybe if she wins a Shiitake Award, she'l change her name to Lady Mullet.

State Rep. taking action after 25 Investigates report on sex offender name changes
By: Ted Daniel

Updated: May 2, 2019 - 9:50 PM

A State Representative is taking action after a Boston 25 Investigates story shed light on registered sex offenders legally changing their names to hide in plain sight.

Nineteen states limit or restrict registered sex offenders from changing their names, but there are no laws like that in Massachusetts. With a $150 filing fee and a judge's signature, a sex offender can become - on paper at least - a new person.

Brighton inventor Michael Plusch became Michael Stanley in 2013. He was legally able to change his name, despite being a registered level three sex offender who served time for molesting young girls.

It's unclear how many other sex offenders have legally changed their names.

The Sex Offender Registry Board told 25 Investigates that it doesn't specifically track that data.

"It's hard enough to keep track of these guys as it is and they change their names and it makes it that much more difficult," said Bob Curley.

Somerville's Bob Curley is very familiar with this issue. Charles Jaynes, one of the men who raped and murdered his 10-year-old son Jeffrey tried to change his name several years ago. The case went all the way to the state appeals court.

"We had to fight that every step of the way and fortunately he wasn't able to do it... Somebody should step and do something about it," Curley said.

State Representative Shaunna O'Connell of Taunton saw our report and is stepping up. She says she plans to file legislation at the State House.

"I think that's important to have in statute that you may not change your name if you're a sex offender. If you don't want to be on the sex offender registry then you should not commit heinous sex crimes against women and children," said O'Connell.

If the state sex offender registry board learns of a name change or a new alias, it will update its database with the new information and people at home can access that, but ultimately, it's up to the offender to report those changes to the registry.

Ted Daniel of Boston 25 derails career of registrant featured in a previous positive story because it is sweeps week

Ted Daniel of Boston 25 decided to join into the sweeps week fearmongering by destroying one man's career. His brown journalism is the reason why people on the public registry would want to legally change their names to be able to have jobs.

25 Investigates: No one is tracking how often sex offenders change names
By: Ted Daniel

Updated: May 3, 2019 - 5:35 AM

Registered sex offenders are legally allowed to change their names in Massachusetts and 25 Investigates found the State Sex Offender Registry Board does not track how often this happens. It turns out, neither do probate courts or law enforcement.

In January, Boston 25 News reported on Michael D. Stanley, a Brighton man who has gained national attention for his futuristic idea called Transit X. Transit X used solar-powered pods that travel on a network of thin, elevated tracks 15 feet above the ground. Stanley believes his company could revolutionize public transportation all over the world.

Days after the story aired, an anonymous tipster emailed 25 Investigates with information about Stanley’s past.  It turns out Stanley was born Michael D. Plusch. He legally changed his last name in Essex County back in 2013.

Stanley pleaded guilty, in 2010, to four counts of indecent assault and battery on a child under the age of 14 and served time in prison. When he got out of jail the sex offender registry board classified him as a Level 3 sex offender, considered most likely to re-offend.

In a follow-up interview, Stanley told 25 Investigates he changed his name after he was released from prison because his sex offender status made it difficult for him to find a job. He said it wasn’t to conceal his status, but to avoid search engines like Google.

"Even somebody with my background, education, and self-confidence had enormous difficulty in just doing basic life functions, housing, getting a job. The registry is one of the cruelest forms of shame and punishment that we can possibly have as a society.” Stanley said.

Nineteen states either prohibit or place limitations on sex offender name changes, but not in Massachusetts. In the Commonwealth, anyone can go to probate court and request a legal name change from a judge.

Attorney and victim advocate Wendy Murphy is not surprised a sex offender would want to distance themselves from their crimes.

"This is a special category of crime we're talking about with high recidivism rates, offenders who are notorious for trying to evade compliance with the registry.  It's just hard to believe that neither law enforcement nor the sex offender registry board is tracking these name change situations,” Murphy said.

When you search the registry for Michael Stanley both his last names are on the website. His former name Plusch is listed as an alias.

Andy Harris, a professor at UMass Lowell, has been studying sex offender registries across the country. He said the point of the registry is to keep track of where offenders are living and working.   Harris says a legal name shouldn’t be a factor if the offender reports it.

"Anybody who is searching for that individual should be able to find that individual regardless of whether or not they changed their name in the system if that old name is appropriately reflected,” Harris said.

But what about offenders who aren't following the rules?

There are nearly 200 Level 3 sex offenders in Massachusetts currently in violation. We found that almost a third of them have multiple aliases.

In a statement from a spokesperson for the Sex Offender Registry Board writes,

"A legal name change won’t allow a registered sex offender to evade detection because the Sex offender Registry Board maintains all offenders’ legal name changes and aliases in the database. This information is available to both law enforcement and the public, regardless of whether they search by a current or former name."

Stanley says he's stepped down as CEO of Transit X and is still hopeful that his vision to change the transportation world will succeed."You can't change what happened. I am so sorry for what had happened. I'm making the best of a second chance" said Stanley  "If you're trying to use a second chance to save the world which will help millions of people, I think that's a good use of a second chance."

Murphy disagrees.

"When a sex offender changes their name, it defeats the purpose of the sex offender registry,” she said.

Why does the news media keep interviewing Wendy "I Never Met a False Rape Claim" Murphy?

As of this writing (pending the results of the 2018 Shiitake Awards), Wendy Murphy and Lauren Book are tied for most Shiitake Awards for an individual with three awards. You can even argue she's worse since Bimbo Book shares an award with her POS daddy. She's trying hard for a 4th (and maybe even a 5th) with this interview.

I-Team: More Than A Quarter Of Boston’s Registered Sex Offenders Are Homeless
By Beth GermanoFebruary 20, 2019 at 6:00 pm

BOSTON (CBS) – The purpose of the Massachusetts Sex Offender Registry is to keep track of where dangerous sex offenders are, but what if they have no address? That’s the case with Lionel Braithwaite, who was arraigned Tuesday, accused of kidnapping two twelve-year-old sisters in Cambridge before they were able to break free. He’s listed on the Sex Offender Registry as “homeless” in Boston.

“These folks don’t have a place to go. They don’t have a home. They don’t have families in a lot of ways,” said Mayor Marty Walsh. “So unfortunately they end up in the system.”

The I-Team found more than a quarter of the names on the Sex Offender Registry in Boston are listed as homeless. Some say “not mappable”. Some list shelter addresses like the Pine Street Inn, and the Southampton Street Shelter. Out of a total of 674 Boston sex offenders, 176 are homeless.

“This is the type of criminal who wants to do anything but tell us where they are,” said victims’ advocate Wendy Murphy. “Yet we’re giving them the power to game the system.”

She is pushing for a solution. “If you say that you live in a place that isn’t on a map, or any one of these other tricks, then you should have to live on a bracelet, you should have a GPS device attached to your body.”

According to the Sex Offender Registry Board, Boston Police are trying to address the problem. They currently have a federal grant to help cover overtime costs so officers can check up on homeless sex offenders. The Registry Board says it “…works closely with local and state police to provide them with accurate and timely information that helps police officers determine whether a homeless offender is in violation of their requirement to register.”

Homeless sex offenders are required to check in with the state registry to verify their information every 30 days.

Wendy Murphy has already won 3 Shiitakes over the years, now she makes her case for a 4th

Ah, Wendy "I Never EVER Met a False Rape Claim" Murphy. She already has the distinction of being the all-time leader on the Shiitake Awards with THREE Shiitake Awards under her belt. That puts her ahead of Bobby Jindal, Mark Lunsford, Ron Book, and even Lauren Book. With this latest article regarding Halloween laws, this gives her a chance to extend her lead.

A dishonorable mention to the Boston Herald for writing such a bad fluff piece but Murphy just outstupids the rest of the stupidity in this article.

Sex offenders have access to kids on Halloween
No Mass. law to stop monsters with candy
Joe Dwinell Sunday, October 07, 2018

Sex offenders are forbidden under state law from driving an ice cream truck, but they can hand out all the candy they want on Halloween in what one child advocate is calling a risky oversight.

“Halloween is like Christmas for sex offenders,” said attorney Wendy Murphy.

“They know they’ll have lots of access to kids and that they can’t get in trouble even though they’re required to stay away from children.”

Missouri, North Carolina, Ohio, Tennessee and Texas all have “no candy” laws that ban sex offenders from handing out treats on Halloween.

In Florida, sex offenders out on parole cannot hand out candy or wear costumes on Halloween night.

Both California and New York have similar laws that allow police to perform unannounced visits to sex offenders’ homes on Halloween night, Oct. 31.

Some states also ban offenders from corn mazes and haunted houses.

The Massachusetts Sex Offender Registry Board does map Level 3 sex offenders on the registry’s website.

The locations of bus stops near where Level 3 sex offenders live — considered the most likely to re-offend — have sparked calls to Bay State schools and the registry board, the Herald was told.

But there are no specific restrictions about participating in Halloween on the books.

Murphy, who represents victims of sexual abuse, said the annual fall tradition of trusting your neighbors is rife with pitfalls.

“Not having a law in place to protect kids on a day when they will excitedly be running toward people they should be running away from exposes kids to serious danger,” she said.

“Massachusetts already has a well-deserved reputation for not effectively protecting children from sexual abuse,” Murphy added.

The state Legislature would need to add any Halloween directive to the sex offender law for it to stick.

The Missouri Supreme Court, according to published reports, did rule that state’s Halloween ban could not be applied retroactively.

As for operating an ice cream truck, Massachusetts law states a sex offender caught doing so faces more than two years in jail or a $1,000 fine. And, the law adds, they can be arrested on the spot.

Massachusetts Professional Victim Advocate quits beauty pageant over #MeToo Joke

I was tempted to post the grumpy cat meme here, but I think the absurdity of the story speaks for itself. Well, the joke was indeed accurate, but if you can't take a joke and quit over it, then you are not going to handle a real job.

She uses her victim story as her platform in pageants, claiming “One of four women will be sexually assaulted before the age of 18, and 68 percent of rapes are unreported to police. Of those that are reported, only 2 percent are caught and go to prison.”

http://www.foxnews.com/entertainment/2018/07/09/massachusetts-beauty-queen-steps-down-from-pageant-after-metoo-joke.html

Massachusetts beauty queen steps down from pageant after #MeToo joke
Ryan Gaydos By Ryan Gaydos | Fox News

A Massachusetts beauty pageant winner gave up her crown Saturday after a host made a joke about the #MeToo movement.

Maude Gorman, 24, who was the reigning Miss Plymouth County beauty queen and a survivor of sexual assault, resigned from the Miss Massachusetts Miss America Organization competition over a joke made about the women’s movement. The emcee was referencing the removal of the swimsuit competition, according to The Boston Globe.

The host did a skit last week with someone portraying God. The host, a woman, tells "God" she doesn't understand why Miss America officials would get rid of the swimsuit competition. The person then holds up a sign reading “#MeToo.”

Mocking a movement that empowers sexual assault survivors is “inappropriate” especially by a “women’s empowerment organization,” Gorman said.

“It was heartbreaking to hear. In that moment, everything collapsed right in front of me,” Gorman told the Globe, adding that she was backstage at the time the remarks were made.

The Miss America organization apologized in a Facebook post.

“The Miss Massachusetts Board of Directors offers our sincere and heartfelt apology for those offended by Saturday night’s skit,” the group said. “The skit was not in the script and was not authorized by the board. Moving forward, we will review all content with future emcees and other participants prior to our show to be sure offensive or potentially offensive content is not allowed. We are proud of our contestants and even prouder to be part of an organization that celebrates what makes all of them truly extraordinary.”

Gorman was firm on her decision to step away from competition despite being in pageants for years, her mother, Mary Ellen, told The Boston Globe.

Gorman has revealed in the past that she was raped by three men when she was 13. After telling her mother about the incident and going through therapy, Gorman participated in pageants to build self-esteem and was named Miss Massachusetts World America in 2015, the Globe reported.

Jennifer Lane of Community Voices (in their heads) wants to have therapists who treat registrants arrested if a client reoffends

I have a better idea. We should hold victim's rights advocates like Jennifer Lane and their organizations like Community Voices accountable when they fail to actually help victims and decide to profiteer from them.

http://www.bostonherald.com/news/local_coverage/2018/06/victims_advocate_wants_psychologists_charged_if_sex_offenders_repeat

Victims’ advocate wants psychologists charged if sex offenders repeat
Joe Dwinell Sunday, June 03, 2018

A leading victims advocate wants state-appointed psychologists who declare sex offenders can be released from prison held accountable if the predators strike again.

Jennifer Lane, president of Community Voices, said charges should be brought against the examiners in some cases.

“I’m so sick and tired of this,” Lane told the Herald. “There are more people defending sex offenders than the victims.”

Pedophiles and rapists don’t age out of their horrific habits, she said. “It’s a mental issue.”

Her comments come as the Supreme Judicial Court is “taking under advisement” a petition to keep serial child rapist Wayne W. Chapman civilly committed in MCI-Shirley. He’s accused of molesting up to 100 boys.

Two state-contracted psychologists — Katrin Rouse Weir and Gregg A. Belle — examined Chapman for just over an hour recently and declared he can be released into the community. Both say his age at 70 makes him less likely to reoffend.

Lane said if they are wrong, more victims will pay the price.

“They should be held accountable and charges brought against them,” said Lane. “It’s atrocious to me. It’s infuriating” to let Chapman out.

As the Herald reported yesterday, Chapman was reported for being “fully exposed” in his bed when a prison nurse visited him March 4, according to Belle’s unredacted report.

Belle, also reported by the Herald yesterday, stated that a Roxbury man in prison for attempted rape was no longer a “sexually dangerous person” in the fall of 2013.

That man, Donald Galvin, was accused of raping a 79-year-old woman in her Hingham home in July 2016 after allegedly stalking her in a grocery store and then following her home.

Galvin was in his late 60s at the time. He died this winter at Lemuel Shattuck Hospital in Boston after a long illness.

He was due to stand trial on the rape charge just days later.

Belle, reached by the Herald Friday, said Department of Correction policy prohibits him or any qualified examiner “from speaking to the media.”

mASSachussets State Rep Shaunna O'Connell at it again

The facts are not her priority.
This woman hates both registered citizens and immigrants. She reminds me of a younger Valigator. This is her second appearance just this year on this blog.

I really love that the Boston Globe called Shaunna out FOR BEING WRONG. LOL.

Even funnier is the Governor's councilors slammed the bimbo, and even her fellow Repub proclaimed Shaunna "didn't do her homework." Brutal!

Judge Critical of Sex-Offender Registry Confirmed to Massachusetts High Court
Critics had argued that Kimberly Budd's criticism of sex-offender registries "render her unfit to serve as a justice."
Elizabeth Nolan Brown|Aug. 10, 2016 2:00 pm

Making a mild criticism of sex offender registries looked like it could have hurt a Massachusetts judge in her bid to serve on the state's Supreme Judicial Court. But on Wednesday the Governor's Council, an eight-member elected body responsible for approving judicial nominees, voted unanimously in favor of Superior Court Judge Kimberly Budd's nomination to serve as an associate justice.

During a grilling by the Governor's Council last week, Budd had said the state Sex Offender Registry is too expansive, ensnaring people who are far from a threat to anyone. She added that this opinion stemmed not from her "professional experience, but just hearing about people who wind up on the registry that don't necessarily need to be there and aren't really sex offenders."

As anyone who reads Reason editor Jacob Sullum or "Free Range Kids" empress Lenore Skenazy on this topic knows, Budd's is an entirely accurate statement. While registry rules vary from state to state, a growing array of offenses can land someone on the registry, leaving all sorts of non-predators on a list that people think of and lawmakers treat like a compendium of rapists and child molesters.

Budd stopped short of criticizing the registry more broadly, although the logical foundations of the registry as a whole are shaky, as there's scant evidence that perpetrators of sex crimes are more likely to re-offend than other types of offenders. Still, even the judge's suggestion that we should purge people who "aren't really sex offenders" from the list drew loud objections from some.

Going with the government-fellating, tautological tack, Rep. Shaunna O'Connell (R-Taunton) argued that "if you are on the Sex Offender Registry, you have committed a sex crime," and "it is imperative that we have justices that will defend and protect the registry." Budd's statements, said O'Connell, "render her unfit to serve as a justice." She took to talk radio and her own online platforms urging Massachusetts residents to write Governor's Council members and encourage them to reject Budd's nomination.

"The public has a right to know what dangerous sex offenders live and work in their communities," continued O'Connell, missing or intentionally obscuring Judge Budd's whole point: that the registry, in its current manifestation, represents nothing like a list of "dangerous sex offenders."

But Gov. Charlie Baker, who had nominated Budd (along with recently-approved Justices Frank Gaziano and David Lowy) to serve on the state's high court, defended Budd Tuesday. The Republican govenor said Budd would make a "terrific" justice who understands it's a judge's role to interpret the law, not legislate from the bench.

Airheaded mASSachusetts State Rep. Shaunna O'Connell gets the first nomination for Dumbest quote of 2016

Here is Massachusetts Rep. Shaunna O'Connell showing off her reading level. It must be the case, since it is obvious that she is your stereotypical airheaded blonde. O'Dumbell must be trying to be the Lauren "The Bimbo" Book of the north, since she is also willing to lie about the sex offender legal issue. The article was in response to a recent ruling allowing registered citizens a chance to appeal their wrongful designation on the state's registry scheme.

http://www.myfoxboston.com/news/mass-court-decision-removes-sex-offender-info-from-public/13701168

A decision made in the state's highest court is causing information of hundreds of sex offenders to no longer be available to the public.

"I'm not going to say that there's no public safety concern whatsoever, but we're going to do the best we can to honor the courts' decision," said Kevin Hayden, chairman of the Sex Offender Registry Board.

The ruling will allow for some sex offenders to challenge their classification as either level two or level three sex offenders. During the challenge, information about where they work and live will no longer be made public.

"The reason we have a sex offender registry is so that victims and parents can find out where sex offenders live and where they work, where they go to school...so that they can keep themselves safe," said State Rep. Shaunna O'Connell.

O'Connell said reducing access to that information on the state's sex offender registers puts victims and families at risk.

In December, the Massachusetts Supreme Judicial Court decided sex offender classification needed to be proven to a  “high degree of probability.”

So all pending sex offender cases and cases under the appeals process will get the benefit of that higher burden of proof. Information about level two and level three sex offenders, or high risk offenders, is currently available online.

"The sex offender registry is constantly attacked so that sex offenders can hide," said O'Connell.

"We're talking about 500 cases possibly more that have to be given new hearings," said Hayden.

Sex Offender Registry Board will conduct all the new hearings and Harden explained that once they're given new hearings, those offenses will enter into an unclassified status. At that point, the individual is taken offline.

"What we actually have today is not a fair and accurate representation of who actually a high risk, moderate risk or a low risk," said Eric Tennen, a criminal defense attorney.

It isn't enough this braindead idiot was interviewed, she took her stupidity to social media:

The registry needs to be abolished, and bimbos like O'Connell make a compelling reason why.

Massachusetts Sex Offender Registry Board can harass registrants but not keep up with Christmas toys

Well here is a little Christmas present for Shiitake award readers-- the Massachusetts Sex Offender Registry Board loses over a thousand bucks worth of toys they collected when someone just comes in and asks for them! What a bunch of idiots!

Then again, what do you expect from a state that defends that cheatin' ass Tom Brady?

Couple steals donated toys from Mass. sex offender registry board office

Posted: Dec 24, 2015 4:31 PM
Updated: Dec 25, 2015 6:26 AM

Reported by John Cuoco

SALEM, Mass. (WHDH) -

A holiday heist in Salem left a number of children without gifts for Christmas.

According to police, a couple walked into the Sex Offender Registry Board and stole $1,000 worth of toys.

Now, police are asking the public to help them find the suspects.

According to Salem Police, last week a man and a woman walked into the officer on Congress Street, claiming to be there to pick up toys.

They were not asked for their ID’s or asked to sign in. They were buzzed in and shown where all of the toys were.

The two then gathered up the would-be gifts collected from a toy drive, and walked out the front door.

The case was reported to Salem police on Monday.

According to the building’s security company, there is no surveillance video near the office.

In true holiday spirit, the employees there rallied and re-donated what was stolen and ended up giving far above and beyond that which had originally been donated.

Chairman Kevin Hayden sent a statement in response, saying, “We believed that it was vitally important to make a meaningful impact to those in need in our community, despite the challenge and obstacles brought by the thoughtlessness of others.”

According to police, they have no suspects in the case.

Mass. State Sen. Bruce Tarr should be tarred and feathered for this stupid quote

Mass. Sen. Bruce Tarr, apparently overestimating the size of his brain
Thanks to the public registry, the majority of registered citizens are unemployed. Even if they have jobs, it is unlikely many have jobs that pay a livable wage. Thus, the idea of registry fees is stupid. But Bruce Tarr, Mass. State Senator, thinks if you can't pay your fees, you are on the slippery slope to re-offense. What in TARRnation is this clown thinking?

http://www.necn.com/news/new-england/Investigation-Finds-Sex-Offenders-Are-Not-Paying-Mass-Registration-Fee-307757351.html

When convicted sex offenders register each year in Massachusetts, they are required to pay an annual $75 registration fee, but necn has found hundreds are failing to pay that fee and the state is doing little about it.
"It's completely unacceptable and it's a sign of a system that is dysfunctional and needs to change," began Sen. Bruce Tarr.

Since 2012, the Sex Offender Registry Board has collected $1.1 million in fees from men and women convicted of sex crimes, but the board has left even more money on the table- failing to collect another $1.2 million in fees.

"If we were in private industry and you were basically saying, 'hey, 40 percent of what you think your revenue should be is not being collected,' management would say, 'this isn't working right,'" Rep. Bradley Jones added.

The state already waives fees for sex offenders deemed too poor to pay. According to state data, last year the board waived the $75 fee for about a third of the more than 11,000 offenders in the system. That money is not counted in this 1.2 million in uncollected fees.

Paul Craney heads the non-profit, non-partisan Massachusetts Fiscal Alliance. He points out that the money collected goes back into SORB's annual $3.8 million dollar budget- and ultimately taxpayers are left holding the bag.

"Massachusetts is continually ranked as one of the most expensive states to do business in, to live in and here we are passing over a group of people who owe money," Craney said.

Under the current system, if an offender fails to pay the registration fee, the board sends them a letter warning them that they are breaking the law. If the offender still doesn't pay, SORB sends another letter, but the agency claims the statute doesn't give them the power to do anything else.

"What are they gonna think about- 'I don't have to pay the fee? Maybe I can be lax on the registration.' We cannot afford to go down that slippery slope with folks that are being required to register for a reason," Sen. Tarr continued.

Tarr, the Senate Minority leader, and Senator Bradley Jones, House Minority Leader, filed similar budget amendments to put more teeth in the law. Jones' amendment would require the board to notify the departments of Revenue and Transitional Assistance if an offender fails to pay along with the Registry of Motor Vehicles.

"Just like if you have unpaid parking tickets or you have tolls or things like that, you're not going to get your car registered until you resolve these issues," Rep. Jones added.

Jones' amendment passed in the House. Tarr's failed in the Senate, but it can still make it onto the Governor's desk through conference committee. Asked if he would support or veto the measure, Governor Baker declined to weigh in.

"We'll take a look at the legislation and make our decisions going forward from there," Baker said.

Nicole Pelletier: Proof standards for social workers and Navy servicewomen are very, very low

So how did a crazy lady who breaks into a home to punch an elderly man get a job as a social worker, much less be enrolled in the military? Just how low are entry standards for these two jobs these days? Maybe she was one of the soldiers guarding Abu Ghraib?

Cops: Mom Beat Neighbor Busted For Child Porn
Man attacked when he came home after posting bond

SEPTEMBER 25--A mother of two children was arrested after she entered the apartment of a neighbor and punched him in the face because she was incensed that he returned to the Massachusetts residence after being arrested for possession of child pornography.

Nicole Pelletier, a Navy veteran, was busted Monday evening after allegedly attacking Gary Spring, 61, inside his condominium in Danvers, a town 20 miles north of Boston. Pelletier, a licensed clinical social worker, was charged with assault and battery and breaking and entering.

According to a court filing, the 41-year-old Pelletier entered Spring’s apartment through the unlocked front door around midnight and confronted him as he was getting out of bed. “Before he could react she struck him in the face with her hand,” police noted. Spring, a former Merrimack College professor, lives directly below Pelletier and her children, a 13-year-old girl and 11-year-old boy.

Upon arriving at the condo complex, a cop spotted Pelletier walking down the stairs “crying and visibly upset.” She had blood on her hands and right arm. “I went into his apartment and hit him,” Pelletier reportedly confessed. Spring, who suffered a bloody nose, declined medical treatment.

Pelletier, pictured above, herself called 911 to report the assault, telling a police operator that she wanted to kill Spring, cops reported.

Pelletier confronted Spring hours after he was released on $30,000 bond from federal custody. Spring was arrested by FBI agents following a two-month probe that began after Merrimack College officials detected child porn images on a laptop provided to Spring.

Mass. State Sen. Dick Moore puts the ASS in Massachusetts

Yesterday, I was half joking that some dumbass will pass a law to ban Registered Persons from winning the lottery. Well, it didn't take long for a dumbass to volunteer. Say hello to Richard T. "Dick" Moore. With a name like Dick, you know he was destined for Shiitake greatness. It is sad to see FloriDUH logic spread to the liberal states. At any rate, Moore has determined that because one registered citizen used lottery winnings to commit crimes, the solution must be to ban registrants from collecting lottery winnings.

This guy seems to be a better fit for FloriDUH than Massachusetts.

It seems Moore doesn't care much for the US Constitution, either.

Lawmaker wants to ban sex offenders from lottery winnings

$10M WINNER FROM UXBRIDGE CHARGED

UXBRIDGE — A veteran lawmaker said Tuesday he is working on a bill that would ban convicted sex offenders from payouts by the state lottery.

State Sen. Richard T. Moore, D-Uxbridge, was reacting to the recent arrest of a convicted Level 3 sex offender in his hometown...

Beth Bresnahan, executive director of the Massachusetts State Lottery, said the agency isn't a regulatory authority, nor does it have the legal authority to withhold a payment from a prizewinner who is holding a valid ticket.

Winnings could be ordered withheld through a court order or "intervention" by a regulatory agency such as the Internal Revenue Service or Department of Revenue, she said.

In a letter Tuesday to Senate President Therese Murray and Speaker of the House Robert A. DeLeo, state Treasurer Steven Grossman volunteered the full resources, technical expertise and cooperation of lottery staff to legislators as they contemplate changes to the law.

"Clearly, Mr. Snay's case is one case too many, and I strongly endorse any effort to ensure that lottery winnings are not used to support criminal activities or threaten the safety and well-being of others," said Mr. Grossman, chairman of the lottery commission.

Mr. Moore said, "The crime itself is reprehensible" and it appears wrong that a person with Mr. Snay's past should be able to profit from the lottery.

Worse, the police believe he used some of the money to perpetrate the crimes for which he was recently arrested, Mr. Moore said.

Mr. Moore said he is unsure whether his proposal would apply only to Level 3 sex offenders, whom the state Sex Offender Registry Board deems have the highest risk of re-offending.

The money, Mr. Moore suggested, could be withheld and donated to a fund for victims.

"Whenever (a sexual offense) happens, the victims of sex crimes need certainly a lot of counseling and other assistance," Mr. Moore said. "And if someone is benefiting from the state lottery, we ought to be able to access that money to help pay some of the bills of people who have been hurt."

Asked about potential ramifications on civil liberties, Mr. Moore acknowledged he was "sure the (American Civil Liberties Union) wouldn't like it."

But it is not unchartered territory: The lottery winnings of those who owe taxes or child support are already tapped, Mr. Moore said.

ACLU of Massachusetts spokesman Christopher Ott said the organization would want to first see the proposed bill before weighing in.
