Sheriff Alan Norman wants registrants to pay him to waste his time

 Meet Sheriff Alan Norman of Cleveland County, NC. He wants to make registrants pay $242 per year so he can feed his Krispy Kreme addiction. Oops, I mean harass the registrants in his community. Considering most registrants are unemployed, I doubt they can buy donuts for themselves, much less for Stormin' Norman.

Two men in uniform stepped onto the front porch and rapped sharply at the door.

"Sheriff's office," the deputy announced.

A man answered the door, and officers spoke with him briefly before moving on to the next house on the list.

Every year, the sheriff's office makes surprise visits to the homes of registered sex offenders to ensure they are in compliance with registration requirements.

Cleveland County has 234 registered sex offenders, with 24 currently in prison, said Sheriff Alan Norman.

Norman said that number has been steadily increasing in recent years.

"W e've increased from 180 four years ago to 234 today," Norman said.

He said state law requires law enforcement to check on the offenders once a year, but the sheriff's office chooses to do the knock-and-talk at least twice.

Norman said deputies planned to drop by unannounced Wednesday, on Halloween, and check on about 60 of the more dangerous registered offenders.

"It's something I feel like we need to do," he said.

Who are officers visiting?

Norman said deputies would be focusing Wednesday on a group of offenders that fell into one of four categories: aggravated offenders, or those who have been convicted of using force and/or the threat of serious violence while committing a sex act with a victim 12 years or younger; recidivists, or repeat offenders; violent sexual predators; or sex offenders who are transient and move from one home to the next, making it difficult for law enforcement to keep up with their whereabouts.

"This is something that I felt like I wanted to do also, to check these four categories," Norman said. "It's sort of two-pronged. We're doing it this afternoon when our young youth will be out knocking on doors asking for candy and also...I thought it would be a good idea to check those categories for the most violent offenders to make sure they're in compliance."

Norman said when doing the checks, he pulls resources from the Community Oriented Policing division, school resource officers, as well as patrol officers. He said administrators would also be staying late Wednesday until each address on the list had been visited.

'A full-time administrative job'

A full-time administrator at the sheriff's office spends about 70 percent of his time working with the sex offenders on the registry.

Norman said every six months, each of the registered offenders who are not incarcerated must check into the sheriff's office. Those who are newly convicted must be registered and go through a series of questions.

"We need a bill introduced where these predators pay local municipalities, local sheriff's office to look after all these sex offender registrations," Norman said. "When you get to these numbers we have in the county, it's a full-time administrative job. We shouldn't have to subsidize out of our budget.

He said he feels the registered offenders should be required to pay for the drain on manpower.

"I'm going to be contacting local legislator Tim Moore to see if these individuals can help subsidize the cost to the sheriff's office," Norman said. " If they paid $242 per year, it would cover the cost of an administrative assistant to cover looking after the sex offender registry."

Nothing like a Nancy Grace wannabe to spoil the political climate of an otherwise quiet place. While New Mexico is nowhere near being on the list of dumbest Predator Panic states in the US (for the moment D'ohio has the Shiitake ICBS CHUMPionship for that), Marinez wants to change all that. An ex-prosecutor, and thus incredibly biased and uneducated, she is nothing more than a registry sycophant. Add her pandering during the media coverage of the RSOL Conference, you have the makings of a potential 2012 Shiitake Award winner.

Prosecutors make lousy politicians. They don't understand how to treat people.
Hopefully this will be New Mexico's last term with Martinez at the helm.

Gov. Susana Martinez, who specialized in prosecuting sex crimes during her career as a district attorney, said Bernalillo County’s low recidivism rate doesn’t necessarily mean offenders aren’t re-offending, just that they’re not being caught.

“The vast majority of my cases involved delayed reporting by the children (victims) because they are afraid, they are threatened that something bad will happen if they tell,” Martinez told the Journal. “That allows an offender to re-offend many times.”

That’s why Martinez said the registries are so effective, because they allow parents to monitor offenders who might be re-offending without punishment in their neighborhood. Martinez has also pressured the state Legislature during her time as governor to become fully compliant with the Adam Walsh Act, a 2006 federal sex offender registration law.

The state’s sex offender laws do not require offenders to scan palm prints in addition to fingerprints, which is out of compliance with the federal act, nor do they have a juvenile sex offender registration, GPS monitoring or email notifications for when an offender moves into a neighborhood, said Regina Chacon, the state Department of Public Safety spokeswoman....


Both Martinez and Swartz said the vast majority of sex crimes are committed by perpetrators who know the victim – as relatives, neighbors, coaches or through other means.

While Swartz argues that’s a reason the registry is not effective, Martinez said that fact makes the registry all the more important, because parents need to be able to find out if their acquaintances or family friends pose a threat to their children.

“If you are a convicted sex offender, I as a parent have a right to know,” she said. ” … You can’t teach a parent what to look for.”

Kansas, usually a level-headed state, is now falling to the new SO law propaganda machine thanks in part to this guy. He is exploiting his daughter's tragic death to get elected, and is passing laws Kansas knows is bad legislation by their own admission. Now he asks for re-election? The Shiitake Awards should be his only election this year.

The event that dramatically changed my life was the kidnapping, sexual assault, and murder of my daughter, Kelsey. INDIANAPOLIS (AP) -- A federal judge has upheld an Indiana law banning registered sex offenders from accessing Facebook and other social networking sites used by children. 


Judge Tanya Walton Pratt said in an order Friday that the state has a strong interest in protecting children, and that the rest of the Internet remains open to those who have been convicted. 


The American Civil Liberties Union of Indiana filed the class-action suit on behalf of a man who served three years for child exploitation, along with other sex offenders who are restricted by the ban even though they are no longer on probation. 


Federal judges have barred similar laws in Nebraska and Louisiana. 


ACLU legal director Ken Falk says he's disappointed by Pratt's ruling and is considering an appeal.

Colorado Republican Doug Lamborn sees pic of kid in dirty bathtub and immediately thinks sex, accuses opponent of showing CP

So this guy is Doug Lamborn, a Colorado Republican who supports the coal industry. So when he's forced to see a presentation from award-winning West Virginia anti-coal activist Maria Gunnoe on the dangers of coal mining on the environment and on the people who live near coal mines, Lamborn found one way to discredit his opponent-- he accused her of disseminating child pornography. An he's not very apologetic about it, either, unlike that time he called President Obama a racial slur. Well, in the interest of fairness, I make no apologies about who I nominate for Shiitake Awards either:

Lamborn says no apology needed in child-porn interrogation of activist

WASHINGTON — U.S. Rep. Doug Lamborn said Wednesday that he did not believe he or anyone should apologize to an activist who went through almost an hour of police questioning about child pornography after she brought a professional photo of a child taking a bath in polluted water to a congressional hearing.


"I'm not going to issue an apology, and I don't think the staff members involved are going to issue an apology," said Lamborn, a Colorado Springs Republican. "I think this woman should consider what type of materials she brings to hearings. Maybe that's something she wants to consider. That's for her to think about."


Maria Gunnoe, a West Virginia mountaintop-removal activist who has garnered awards for speaking out on behalf of southern Appalachia, wanted members of the Subcommittee on Energy and Mineral Resources to see a photo last week of a 5-year-old taking a bath in dirty orange water.


Lamborn is chairman of that subcommittee, which is under the U.S. House Committee on Natural Resources.


Gunnoe, who has testified at Lam born's request one other time last fall, said she submitted the photo via e-mail about two hours before the hearing started Friday morning. She believes the photo helps illustrate environmental damage caused by mountaintop-removal coal mining.


U.S. Capitol Police who questioned Gunnoe found no criminal wrongdoing.


Lamborn is in charge of the witnesses and all the proceedings of his committee and said he heard from staffers right before the hearing started that they believed the photo was inappropriate.


He said he decided to pull the photo, though he never saw it and still hasn't seen it. He says he has no desire to view the photograph, shot by a California-based photojournalist.


"I was going by what staff recommended to me," he said Wednesday. "They had a serious question about whether this is appropriate or not, and based on that, the police based in any state ... will be very cautious and they will want to do due diligence to make sure there isn't some problem."


But Lamborn said he was not involved in the Capitol Police's questioning Gunnoe on whether she was a child pornographer.


"That was an attempted assassination on my character," Gunnoe said Wednesday. "I work with families of children often, and many of these children love me. I will not let this define my work in any way."


An apology would certainly help settle that, Gunnoe said.


It isn't the first time a congressional witness has been censored at a hearing, but it is exceedingly rare, Capitol Hill staffers with decades of experience said Wednesday.


In the mid-1980s, Congress, in attempting to define what was "obscene" music, played songs laced with four-letter words and watched racy music videos during a hearing debating the virtues of requiring record labels to print lyrics for parents.


Last Friday's Energy and Mineral Resources hearing was about an Environmental Protection Agency decision to revoke a years-old permit to reopen the Spruce Mines in West Virginia.


Lamborn, with other House Republicans, said the decision cripples the creation of jobs. Gunnoe was testifying that coal jobs are up in West Virginia and that the kind of mining involved pollutes the water supply.


Gunnoe said she would welcome the opportunity to go back to members of Congress to talk again. Lamborn, too, said he would invite Gunnoe again to hear her voice on mountaintop-removal mining.

Tony Rackauckas, Orange County California official D.A. (dumbass)

This has been way overdue. For the past year or so, Tony Rackauckas, Orange County DA, has been the quintessential pimp for the sex offender park bans. It all comes down to his plans for eventual higher office, a ship that has hit a stumble when Raw-Carcass got sued the the mother of a homeless man brutally beaten to death by the dirty half-dozen of Fullerton's "finest." A homeless guy who ended up being the kid of a retired OC cop, no less (recently the city agreed to may the dead man's mom a million to keep quiet). So while Rackauckas has failed to charge four of six crooked killer cops, Tony has been trying to divert attention away from this case by pulling a Bobby Jindal and pimping sex offender issues, specifically park bans.

Kelly who? I'm busy exploiting this child for my re-election bid.

HUNTINGTON BEACH, Calif. — Convicted sex offenders are barred from surfing at the famous pier in this Orange County city. In nearby Dana Point, they are prohibited from casting a fishing line in the harbor. And if they wander into a public park in Mission Viejo, they could be shipped back to jail for six months, following the City Council’s vote this year to ban them from a host of places where children congregate. “We need to protect our kids,” the Orange County district attorney, Tony Rackauckas, had told the Mission Viejo City Council. “The danger is very real.” Orange County finds itself at the enter of a new wave of laws restricting the movement of sex offenders. The county government and a dozen cities here have banned sex offenders from even setting foot in public parks, on beaches and at harbors, rendering almost half the parks in Orange County closed to them. Ten more cities are considering similar legislation.... Still, Mr. Rackauckas said he was satisfied that the laws were serving as a deterrent. “We’re not going to know how many kids were not molested or groomed for later sexual contact as a result of this law,” he said.

I know how many kids were saved by this law-- ZERO. So by not seeing anything he assumes it is working. What an idiot.  To quote Reason Magazine --" In other words, if the public safety benefits cannot be shown, we can just assume them." Great minds think alike. Of course you see the results below:

Sex offenders here can apply to the Orange County sheriff’s department to be allowed into a county park. So far, 15 applications have been submitted; all but one have been denied. One applicant requested access to Dana Point Harbor to continue working as a commercial fisherman. Another was a locksmith who did work at businesses at the harbor, and said he had a clean record during 28 years living in the area. A third wanted to attend a memorial service for his Alcoholics Anonymous sponsor, who had recently died. All three requests were turned down.

No surprise. How much are you willing to bet you will see Rackaukas use this crap when he runs for Attorney General? So long as this doesn't pop up too, Tony:

Civil forfeiture laws were originally devised to separate criminals from the fruits of their crimes, usually dope boys, but this growing and disturbing trend in the USA is being used in increasingly scary ways. HENDERSONVILLE, Tenn. – It was a quick stop for lunch Thursday and a chance for five-year-old Kaden Woodard to enjoy the park. His mother, Jennifer Woodard, was always close by knowing she can't risk taking her eyes off her four kids because there are people out to hurt them.
"It's a real concern for me as a parent," Woodard said.
Last fall, Hendersonville Police arrested 42-year-old Keith Barcus, a registered sex offender, rode his bike to a nearby park anyway. He was later charged with a sex offender registry violation.
Now HB3398 would allow investigators to not only arrest offenders, like Barcus, for violating the terms of their release, but also seize their property or vehicles as well.
"People who prey on children look for any way to get into that area," said Sergeant Jim Vaughn with the Hendersonville Police Department.

Vaughn says the idea could be a good deterrent to keep sex offenders away from places they aren't supposed to get near in the first place. "So people won't want to go to the park because they're aware if they go in there and if they get caught they're going to lose that vehicle that got them into the park," he said.
"We're just looking for ways to try to make them understand that they've got to stop hurting our kids," said Representative Debra Maggart, R-Hendersonville, who sponsored the bill.
Maggart says she hopes this will stop repeat offenders. "Sex offenders are usually very clever people. They're very manipulative people and so they're always looking for a way for whatever law we put in place," she went on to say.
That could make parents, like Woodard, feel like their children are a little more safe. "You try to protect your kids at all costs and if there's certain laws that's going to help do that then it makes you feel a little bit better as a parent," she said.
The bill would amend current law to allow law enforcement agencies to seize any personal property used by sex offenders convicted of preying on children. That means anything used to get them to places they aren't supposed to be could be sold to benefit child advocacy centers, court appointed advocates and the child abuse prevention fund.
The bill is still making its way through committee in the Senate. It's scheduled to go before the House next Wednesday.

Paula Stitz (kin) weaves a tall tale

The fact that The University of Arkansas mascot is a giant pig's just a coincidence.
In the fairy tale Rumplestiltskin, a troll helps a girl out of trouble by weaving gold thread, a lie her father told the king, and in exchange Rumplestiltskin asked for the woman's firstborn. So the girl carries the king, has a baby, and Rumpy returns for his pay. The king tries to bribe him, but no, he wants the baby. He gives them a chance to win the kid back if they can guess the name. The queen spies on the troll, who reveals his name in a song. His big mouth causes him to lose his bet.

Today's bedtime story is about Paula Stitz.... kin.

Once upon a time there was a Police Chief in the tiny backwater village of Eureka Springs named PaulaStitz(kin). Paulastitzkin was fired from her police chief job and she sued to get her job back, claiming of all things, "sexual discrimination." PaulaStitzKin failed in her lawsuit. What kind of job could a disgraced crooked cop do? That is when the kingdom of Arkansas offered PaulaStitzKin a new job working on the state sex offender registry. After all, the kingdom could care less about their peasants and figured a crooked cop made a perfect fit.

Over the years, PaulaStitzKin went around the kingdom weaving scary stories to justify her job. She would say things like:


The registry works. These people tend to work in the dark. We’re shinning a light in the dark corners.”


And...

"It makes my hair stand on end. I really believe that registering sex offenders and notifying communities about their whereabouts is important. I think it works. If they can fall through the crack, they will jump through that crack and try to disappear."

And....


"Monitoring sex offenders is like trying to herd a bunch of cats. They move around a lot, change their appearance, and try to find ways to make enforcement more difficult."


Soon people forgot about PaulaStitzKin's past as a crooked police chief and were mesmerized by her Predator Panic. PaulaStitzKin could hide it in the dark corners while going from town to town and weave her stories. So one day, PaulaStitzKin held a meeting in the village of Conway. PaulaStitzKin was called out on her lies. PaulaStitzKin tried to dodge these brave souls who had confronted her bullcrap. PaulaStitzKin ran away in terror, knowing the game was up. Will we ever see her again. Hopefully not. That would be a happy ending.

THE END

When Rumplestilskin was busted, he also ran away, never to be seen again. Arkansas needs to do the same with Paula Stitz. A corrupt cop should never have a job in law enforcement ever again. She is a bold-faced liar who spreads Predator Panic and is a disgrace to the state of Arkansas. Soo-iiieeee!

Louisiana Gov. Piyush "Bobby" Jindal mad at Federal Judge for upholding 1st Amendment

Louisiana Governor Piyush "Bobby" Jindal is back on the Shiitake Awards radar. He won the Worst politico of 2008 and won notoriety for his "Monsters" speech. He's the Alfred E. Newman of the Political world. After all, he once claimed to have exorcised a demon. I seriously doubt a career politician can exorcise demons, lest they exorcise themselves out of office. He should be thanking the demons that got him re-elected instead.

I can't understand how a man like Jindal can get re-elected. Then again, we're talking about the only state as stupid as Florida. At any rate, Jindal is livid over a federal court decision that struck down a pet project of his-- banning former offenders from using social networking sites.U.S. District Judge Brian Jackson ruled Thursday that the prohibition -- which took effect in August -- was too broad and infringed on constitutionally protected speech.. Jindal's response? "It’s offensive that the court would rule that the rights of sex predators are more important than the rights of innocent children. As the father of three young kids, I will do everything in our power to protect Louisiana families and that includes appealing to the Court of Appeals for the Fifth Circuit and bringing legislation this upcoming session to fortify and strengthen the law.". Actually, it is offensive to assume the US Constitutional is not as important as your political campaign. No one wants that snake oil you are buying, Bobby Jindal.
