Kansas SB 39: Residency Restrictions

Dorothy is not the only one not in Kansas anymore. The Kansas legislature is playing the part of the Scarecrow by leaving their brains at home while working to pass a residency restriction law, Kansas SB 39. What makes this law Shiitake worthy is not the law itself, but the story behind it. You see, when Iowa passed the nation's most stringent residency law in 2005, there were so many "unintended" consequences (actually, more like "ignored collateral consequences"), that Kansas not only rejected a residency law, they passed a moratorium against any municipality looking to pass any similar laws. Now after so many years, they forgot all these years of research and is currently trying to pass this law. Never mind the fact it's been stymied a full year now.

It is being pushed by the ALEC special interest group Kansas Rights 4 Kids, and sponsored by Senator Robert Olson.

Sub for SB39 by Committe on Judiciary; creating the classification of "aggravated sex offender" and establishing residency restrictions.
